ACPM urges Manitoba to harmonize with other Canadian jurisdictions in submission

The Association of Canadian Pension Management (“ACPM”) has submitted comprehensive recommendations to Manitoba’s provincial government as part of the province’s review of its Pension Benefits Act, with key proposals focused on harmonization with other Canadian jurisdictions.

The submission includes a number of recommendations as follows:

  • Expand member choice and harmonization in the unlocking provisions.
  • Consider measures to simplify the administrative process for the existing unlocking provisions between ages 55 and 65.
  • Continue to strive for pan-Canadian pension legislation harmonization, particularly with regard to target benefit plans and single-employer pension plan administration. This includes a recommendation that the government review whether the requirement that single-employer pension plans with 50 or more members be administered by a pension committee has achieved the objectives that Manitoba had established and hoped for when implementing the requirement or whether the requirement had hindered the creation or sustaining of single-employer pension plans in Manitoba.
  • Remove the requirement that audited financial statements for defined benefit pension plans include the plan obligations (i.e., change to asset-only audited financial statements) and periodically review the dollar threshold for the requirement to have a defined contribution pension plan produce audited financial statements.
