C.D. Howe study suggests portable health benefits to be a viable solution for Ontarians without workplace coverage

A portable health benefits (PHB) plan is a potential solution for millions of Ontarians who don’t have workplace health and dental benefits, or who require coverage between jobs. According to a study by the C.D. Howe Institute, a PHB plan is feasible, affordable and sustainable.

The report suggests that the administrative aspect of the plan would be workable using the same or similar systems to that of private health insurers and third-party administrators.

The affordability of a PHB plan however, is a more complex matter, as there are more variables to consider. The C.D. Howe Institute study states that the cost could be shared among employers, workers and the provincial government.
