Ontario's Portable Benefits Advisory Panel to advise on a benefits plan tied to workers, not employers

The Ontario government is moving forward with its plan to expand health and dental benefits to gig economy workers with the introduction of a Portable Benefits Advisory Panel.

The five-member Panel, which includes professionals in the financial, legal, and labour sectors and experience in the structure and administration of benefit plans, will provide advice on the design of a benefits plan tied to workers instead of employers. The five Panelists are: Susan McArthur (Chair), Sunil Johal, Brad Nicpon, Marlayna Perrone, and Allan Shapira.

The Panel will conduct research and consultations, assessing existing gaps in benefits coverage for different types of workers, such as those in part-time positions who do not have health and dental coverage through their employers. It plans to submit a final report to the government in Summer 2023 with recommendations on how to best administer and implement the new benefits plan.
